Charlotte Mecklenburg School Capital Improvements Plan

A joint venture between R.J. Leeper Construction, LeChase Construction and Jacobs Construction.

Since 1996, R.J. Leeper Construction has played a pivotal role in program management for Charlotte-Mecklenburg Schools (CMS). Collaborating seamlessly with LeChase Construction and Jacobs Construction, our joint venture has been at the forefront of overseeing substantial school bonds, reflecting our dedication to educational excellence.

Over the years, we've steered the successful implementation of key bonds, including the 2007 bond ($516 million), the 2013 bond ($301 million), and the 2017 bond ($922 million).

In November 2023, a record $2.5 billion bond referendum was approved, marking a significant step forward for CMS. The renovation of Billingsville and Sedgefield elementary schools, as well as Marie G. Davis, is expected to be complete by August 2025. These schools will reopen as Montessori magnet schools, replacing the older and smaller Chantilly, Park Road, and J.T. Williams buildings. This substantial investment underlines our unwavering dedication to shaping the educational landscape for CMS.

For the management of these projects, CMS has once again chosen LeChase, Jacobs, and Leeper as project managers—a testament to our longstanding and trusted partnership with the district.
